McKinney Independent School District is seeking qualified applicants for the following position(s):

Senior Director of Special Populations

LOCATION: Greer Annex

Education/Certification:
Masterís degree
Valid Texas Teaching Certificate Ė Special Education

Special Knowledge/Skills:
Knowledge of federal and state special education law
Knowledge of Texas Dyslexia regulations
Knowledge of Section 504 requirements
Understanding of the individual needs of special needs students
Ability to communicate with all levels of special needs students and their parents
Ability to interpret policy, procedures, and data
Ability to manage budget and personnel
Ability to coordinate district function
Strong organizational, communication, and interpersonal skills
Attend training and gain certification in Non-violent Crisis Intervention training (CPI) and maintain that certification annually

PRIMARY PURPOSE:
Direct the districtís special education, Section 504 and dyslexia programs to ensure provision of needed services for special needs students. Work with campus and district level administrators to ensure compliance with all state, federal, and local requirements.

MAJOR RESPONSIBILITIES AND DUTIES:

nstructional and Program Management:
Direct and manage special population programs and services to meet studentsí needs.
Ensure that student progress is evaluated on a systematic basiss, and that the findings are used to make special populations program more effective.
Encourage and support the development of innovative instructional programs, helping teachers to pilot such efforts when appropriate.
Plan the necessary time, resources, and materials to support subordinates in accomplishing education goals.
Manage the special education referral process; arrange for or conduct student assessments; make recommendations regarding placement and program management for individual students.
Supervise and monitor the admission, review, and dismissal (ARD) process district wide.
Participate in committee meetings to ensure the appropriate placement and development of individual education plans for students according to district procedures.
Supervise transition services for special population students entering and exiting public school programs.
Provide leadership in the formulation and implementation of contracts for special education students receiving services outside the district.
Obtain and use evaluative findings (including student achievement data) to gauge special population program effectiveness.
Serve as a resource person in the design and equipping of facilities for students with disabilities.
Ensure that curriculum renewal is continuous and responsive to student needs.

Student Management:
Demonstrate support for the districtís student management policies and expected student behavior related to special populations program.
Establish and maintain open lines of communication by conducting conferences with parents, students, and teachers concerning vital issues.

Policy, Report, and Law:
Recommend sound policies to improve program.
Implement the policies established by federal and state law, State Board of Education rule, and local board policy in area of special populations.
Monitor district performance on state indicators such as PBMAS and the State Performance Plan
Compile, maintain, and file all physical and computerized reports, records, and other documents required.

Budget and Inventory:
Administer the special education department budget and ensure the programs are cost effective and funds are managed prudently.
Compile budget and cost estimates based on documented program needs.
Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary.
Approve and forward purchase orders for special education department to accounting department.

Personnel Management:
Prepare, review, and revise job descriptions in special populations department.
Develop training options and/or improvement plans to ensure exemplary operations in the special populations area.
Evaluate job performance of employees to ensure effectiveness.
Participate in the recruitment, selection, and training of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.

Communication and Community Relations:
Participate in professional organizations.
Articulate the districtís mission and goals in the area of special populations to the community and solicit its support in realizing the mission.
Demonstrate awareness of district-community needs and initiate activities to meet those needs.
Use appropriate and effective techniques to encourage community and parent involvement.

SUPERVISORY RESPONSIBILITIES:

Supervise coordinators, district level specialists and support staff.

Mental Demands/Physical Demands/Environmental Factors:

Tools/Equipment Used: Standard office equipment including personal computer and peripherals and new technology equipment and devices as acquired by the district.

Posture: Frequent sitting and standing; occasional bending/stooping, pushing, /pulling, and twisting

Motion: Repetitive hand motions;frequent keyboarding and use of mouse; occasional reaching

Lifting: Occasional light lifting and carrying (less than 15 pounds)

Environment: May work prolonged or irregular hours; work inside and outside (exposure to sun, heat, cold, and inclement weather), exposure to noise; occasional district-wide and statewide travel; ability to transport materials/supplies to be used in presentations and in work sessions with teachers.

Mental Demands: Work with frequent interruptions; maintain emotional control under stress; ability to communicate effectively (verbal and written); interpret policy, procedures and data; coordinate campus functions; ability to problem solve, to work collaboratively with others, and to work on multiple projects/tasks within a given period of time.

REQUIRED EXPERIENCE:

Five years experience in special education teaching assignment preferred
Experience in directing a special education program preferred

SALARY: Pay grade: Administrative (800)
